My concern is less about the archiving process and lack of front end/Graph access given they are still viewable by Purview. This is the statement of concern: "If billing is not enabled for unlicensed OneDrive accounts, and accounts are still retained 365 days after becoming unlicensed, then the unlicensed accounts will be subject to deletion 365 days after being unlicensed even if retention policies, settings, or holds exist on the OneDrive account.". Billing is disabled on default, and the assumption is that holds / retentions are in force until released. This change requires organizations to enable billing proactively (assuming they are even paying attention), and start incurring the $.02/GB/Month charge - not an insignificant amount for many orgs. Finally, this raises the question, do we assume an eventual parity with SharePoint sites and even Exchange? Those charges could rack up.

I have questions about this. I know that's what the documentation says, but that's the opposite of what they said when they first introduced this in 2025: that retention policies and holds were not impacted by archiving and would remain in place. If that is the case, then yes, you would have to set up billing for unlicensed OneDrive accounts. I can't test this for another year, though. LOL. Since SharePoint isn't tied to a user account, I don't think this change would be an issue, and Exchange is a different beast because shared mailboxes aren't licensed anyway. If they start archiving unlicensed mailboxes, we're all in a different world altogether, because we'll end up buying licenses for tons of shared mailboxes.

It is absolutely the opposite of what they stated previously. I have a support ticket open seeking clarity and will keep you posted.

Please do, it seems almost incongruous to place a hold and have them auto-delete the data that is on hold.
